Tempest's Fjord, the City in the Cliffs
The city of Tempest stands as the one beacon of civilization in the Lowlands. To combat the endless storms and vicious winds, the Lowland’s first settlers built their homes in the cliffs of the fjord connecting the Ocean and the Dhuldrak River. As a result, the city is widely referred to as Tempest’s Fjord throughout the continent, although it rarely receives tourists.
Even with the marshes, winds, and monsoons separating Tempest’s Fjord from the rest of the continent, the city still retains a small naval force. Pirates and rogue mercenaries are often attracted by the city’s exports: exotic, deep sea fish, salt-water pearls, and Black Mead (a cloudy, sweet smelling gel that naturally congeals in the marshes of the Lowlands – it is an ingested, disorienting poison). The naval militia are experts in navigating the wild sea, along with naval warfare, and they are some of the toughest and hardest working soldiers in the continent.
